Environmental Impact Report for Suzhou Huiliao Biotech's Nucleic Acid Preparation R&D Project Released for Public Notice.

According to the "Management Measures for Environmental Protection Acceptance of Construction Projects", "Notice on Standardizing Construction Units to Independently Carry out Environmental Protection Acceptance of Construction Projects (Draft for Comments)", "Technical Guidelines for Environmental Protection Acceptance of Construction Projects - Pollution Impact Category" and other relevant regulations, the construction unit carried out the monitoring of environmental protection acceptance of this project in April 2023. On May 8, 2023, the construction unit organized an acceptance team to visit the construction project site, reviewed the acceptance investigation report, and put forward acceptance opinions. In order to better carry out the environmental protection work of this project, the completion environmental protection acceptance investigation report and acceptance opinions of the project are now publicly announced.

1、 Project Introduction

（1） Construction location, scale, and main construction content

Project construction location: 3rd floor, Building B3, No. 88 Dongchang Road, Suzhou Industrial Park

Project nature: New construction

Product and scale: Renting a factory building with a construction area of 1543.91 square meters, mainly engaged in the research and development of medical nucleic acid preparations related to mRNA drugs, with an annual research and development of 5g nucleic acid preparations.

There are 50 employees in this project on a day shift basis, and accommodation is not provided. The company does not have a separate cafeteria, and meals are delivered outside.

（2） Construction process and environmental approval status

Suzhou Huizhi Biopharmaceutical Technology Co., Ltd. commissioned China Singapore Suzhou Industrial Park Qingcheng Environmental Development Co., Ltd. to prepare the Environmental Impact Assessment Report for the "Suzhou Huizhi Biopharmaceutical Technology Co., Ltd. Nucleic Acid Preparation R&D Project" in April 2022, and obtained the "Commitment Letter for Approval of Environmental Impact Assessment Documents for Construction Projects of Suzhou Industrial Park Land and Environmental Protection Bureau" (No.: C20220036）。 The project started construction in January 2023 after being approved, and was completed and entered the commissioning phase on March 20, 2023;

In April 2023, Suzhou Huizhi Biopharmaceutical Technology Co., Ltd. commissioned Suzhou Changhe Environmental Testing Co., Ltd. to conduct environmental protection acceptance monitoring for the completed and put into production "Suzhou Huizhi Biopharmaceutical Technology Co., Ltd. Nucleic Acid Preparation R&D Project". Suzhou Changhe Environmental Testing Co., Ltd. conducted on-site monitoring from April 20, 2023 to April 21, 2023. Based on the monitoring analysis results and on-site inspection, Suzhou Huizhi Biopharmaceutical Technology Co., Ltd. prepared the "Suzhou Huizhi Biopharmaceutical Technology Co., Ltd. Nucleic Acid Preparation R&D Project Completion Environmental Protection Acceptance Monitoring Report" in May 2023.

This project has had no environmental complaints, illegal or punitive records since debugging.

（3） Investment situation

The actual total investment of the project is 10 million yuan, of which the actual environmental protection investment is 500000 yuan, accounting for 5% of the total investment.

（4） Scope of acceptance

This acceptance is the overall acceptance of the nucleic acid preparation research and development project of Suzhou Huizhi Biopharmaceutical Technology Co., Ltd.

(1) Wastewater

The domestic sewage, purified water concentrate, workshop cleaning wastewater, and washing wastewater before the use of experimental equipment in this project are all discharged into the municipal sewage pipe network of the 2.5 industrial park. After being connected to the industrial park sewage pipe network and treated to meet the standards by the park sewage plant, they are discharged into the Wusong River.

(2) Waste gas

According to the monitoring results in the project completion acceptance monitoring report, during the acceptance monitoring period, both organized and unorganized emissions of this project met the emission standards specified in Table 4 of the "Emission Limits for Water and Air Pollutants in the Biopharmaceutical Industry" (DB32/3560-2019) and the "Emission Standards for Odor Pollutants" (GB14554-93).

(3) Factory boundary noise

According to the monitoring results in the project completion acceptance monitoring report, during the acceptance monitoring period, the noise around the factory boundary meets the Class 3 standard of the "Emission Standard for Industrial Enterprise Boundary Environmental Noise" (GB12348-2008).

(4) Solid waste

General solid waste such as waste packaging materials shall be disposed of by resource recycling units. Cleaning waste liquid, waste packaging drums contaminated with hazardous waste, waste activated carbon, waste culture medium and other hazardous waste are entrusted to Zhongxin Heshun Environmental Protection (Jiangsu) Co., Ltd. for treatment. Entrust the environmental sanitation department to dispose of household waste. The solid waste generated by this project is effectively disposed of with zero discharge.
